Chairman Ge Jizhong of Oujian Group Attends IFCBA 2025 Council Meeting and IFCBA Kyoto World Conference in Japan

From March 25 to 27, 2025, Ge Jizhong, former Chairman of IFCBA, Special Advisor to the China Customs Brokers Association (CCBA), and Chairman of Oujian Group; Wu Yanfen, Vice President of CCBA and President of Oujian Group; and Wang Min, Deputy Secretary-General of CCBA and Vice President of Oujian Group, traveled to Kyoto, Japan, to attend the 2025 IFCBA (International Federation of Customs Brokers Associations) Council Meeting and the IFCBA Kyoto World Conference.


March 25: IFCBA Council Meeting
On March 25, Bai Fengchuan, Executive Director of IFCBA and President of CCBA; Ge Jizhong, former IFCBA Chairman and Chairman of Oujian Group; and Wang Min, Deputy Secretary-General of CCBA and Vice President of Oujian Group, participated in the IFCBA Kyoto World Conference Council Meeting. Representatives from member countries shared updates on the development of their national customs brokerage industries and association initiatives. Discussions centered on the conference theme, “Boundary Division: The Strategic Link Value of Customs Brokers.” Attendees agreed that amid global trade uncertainties and anti-globalization trends, the customs industry should transform challenges into opportunities by enhancing inter-association communication, breaking down data exchange barriers between enterprises across borders, and fostering closer collaboration. Consensus was also reached on sustainable economic growth, equity and inclusion, and strengthening international cooperation, with a shared commitment to advancing trade facilitation, seamless logistics, and global welfare. Notably, as the conference was held in Kyoto—the signing location of the landmark International Convention on the Simplification and Harmonization of Customs Procedures (Kyoto Convention)—the council resolved to release the IFCBA Kyoto Declaration based on the discussions.

March 26-27: IFCBA Kyoto World Conference
The Oujian delegation attended the 2025 IFCBA Kyoto World Conference, themed “Boundary Division: The Strategic Link Value of Customs Service Enterprises,” joined by over 200 representatives from 20 countries, including China, the U.S., Australia, Mexico, Japan, South Korea, and India. The Chinese delegation comprised 23 representatives from more than 10 enterprises, including 8 members from Oujian Group, who engaged in extensive exchanges with global peers.

Opening Session Highlights
On the morning of March 26, IFCBA Chairman Shankar Shinde, Japan Customs Brokers Association President Masaoki Okato, and Japan’s Customs Director Yasuo Takamura delivered welcoming remarks. Dr. Kunio Mikuriya, former Secretary-General of the World Customs Organization (WCO), delivered a keynote speech emphasizing customs’ critical role in taxation, trade protection, facilitation, and social welfare. He highlighted IFCBA’s position as a core member of the WCO’s Private Sector Consultative Group (PSCG) and urged professionals to enhance expertise, build trust, and leverage strategic links in trade services.




Parallel Forums and Oujian’s Participation
Over the next two days, the Oujian delegation joined parallel forums on topics including “Gender Equality and Diversity,” “Economic Partnership Agreements (EPA),” “Authorized Economic Operator (AEO),” and “Envisioning the Future of Customs Services through Value, Strength, and Strategic Links.” Representatives from governments, associations, and enterprises across China, Japan, India, and other nations shared insights. Ms. Guo Lingyun, Assistant General Manager of Oujian’s Shanghai Tianhai Consort Customs Management Consulting Co., Ltd., spoke at the AEO forum, presenting China’s AEO advancements, challenges, and innovative solutions from industry and corporate perspectives.




Closing Ceremony and Kyoto Declaration
On March 27, IFCBA Chairman Shankar Shinde unveiled the IFCBA Kyoto Declaration, outlining commitments to sustainable growth, equity, inclusion, international cooperation, and talent development. The declaration underscores collaborative efforts to enhance global trade facilitation and contribute to human welfare. That evening, the Oujian delegation joined a networking dinner between CCBA and Japanese industry representatives, discussing Sino-Japanese trade facilitation and deeper cross-border collaboration.
Through active participation, Oujian Group strengthened its global connections and gained valuable insights, reaffirming its role in driving industry innovation and international cooperation.
